<p><a href="http://Www.Skynews.Com.au/news/top-stories/2017/05/07/nigerian-officials-says-kidnapped-girls-free.html" class="external text" rel="nofollow">skynews.com.au</a><br />It is really not the best of time for the immediate past governor of Katsina State, Alhaji Ibrahim Shehu Shema, his close aides and some major beneficiaries of his administration. The revelations coming out from the incumbent Governor of the state, Alhaji Aminu Bello Masari suggest alleged mass looting of the state by the administration of governor Shema.<a href="http://www.afro.who.int/en/nigeria/who-country-office-nigeria.html" class="external text" rel="nofollow">who.int</a> Already some serving and retired public <a href="http://www.yohaig.ng/category/nigerian-newspapers/vanguard-newspaper/" class="external text" rel="nofollow">servants</a> in the state have appeared before the Economic and Financial Crime Commission, EFCC, to answer questions on their role in some alleged financial misdemeanor uncovered by the incumbent administration of the state.<br /><br /><br />Those who already appeared before the anti-graft agency include the Accountant- General of the state, Permanent Secretary, Ministry of Agriculture, Permanent Secretary Ministry of Works, Housing and Transport, the managing director of the state road management agency and the general manager of the state housing authority. In two separate letters signed by an agent of the agency, Aminudeen Muhammad, The accountant- general of the state was specifically asked by the agency to come along with <a href="https://Www.Cia.gov/library/publications/the-world-factbook/geos/ni.html" class="external text" rel="nofollow">records</a> of all allocations made to the state from 2011-201, he was also directed to produce records of allocation made to the local governments of the state from 2011- 2015. Similarly the other four officials were invited to come along with the funds released to their establishment and agencies, their budgetary allocations and expenditure from 2011- 2015.<br /><br /><br />Apart from these officials other officials of the state establishment and local governments were also invited by the anti-graft agency to shed more light on some perceived shoddy financial dealings. According to Governor Masari during an interactive session with journalists last week in Katsina "some officials in the state service were invited to questioning by an anti-graft agency over some questionable financial dealings. We will allow the law to take it due course".<br /><br /><br />Heartbreaking scam identified by the new administration according to Governor Masari was the alleged criminal and wicked looting of the local council funds. In a letter with reference number S/ GH/ KT/ 170/T/ 1 dated 19th June 2015 personally signed by the governor to the state House of assembly, the governor called the attention of the assembly to the plundering of the local government funds. In the said letter, Governor Masari revealed that after an interactive session with some officials of the state ministry of local government and chieftaincy affairs it was uncovered that a questionable payment of N7, 570, 993, 920. 97 billion was made to the account of Association of Local Government of Nigeria, ALGON, Katsina State chapter via their account 0022352205 with the Union Bank Plc.<br /><br /><br />The governor described the transfer of these funds as criminal and a total disregard to financial regulations. He queried "ALGON is a voluntary organization and so how can you transfer these huge sums of money from joint account to their accounts?"<br /><br /><br />However the shocking revelation of the letter was where the governor alleged that the sum of N680 million was withdrawn from the ALGON account and given to the former ADC to governor Shema, DSP Shehu Muhammad Koko in the name of security support. He noted that of all this sum, the state ALGON chairman was only able to produce document for N 765 million for the purchase of drugs while the remaining sum of N 6,125, 993, 920. 97 were unaccounted for.<br /><br /><br />Similarly Governor Masari revealed that on the eve of the departure of governor Shema’s <a href="http://www.noaa.gov/" class="external text" rel="nofollow">administration</a> a sum of N65 million was released to each of the 34 local councils of the state to spend. He lamented "some of them spent these funds within two days without following any financial regulations or approval by their so called legislative arms". <a href="http://www.Worldometers.info/world-population/nigeria-population/" class="external text" rel="nofollow">Masari vowed</a> that all those who squandered these funds should be ready to pay, adding "we will not allow people to loot public funds and go scot free".<br /><br /><br />Another shocking revelation by the governor was his disclosure that the records of federal allocation to the state so far show that the sum of N13 billion were unaccounted for. He said no answers were provided for the missing funds but according to him these funds actually entered the government coffers. "For now we cannot say whether these funds were diverted or stolen. Further investigation would reveal what really happened".<a href="https://guardian.ng/" class="external text" rel="nofollow">guardian.ng</a> Similarly the governor revealed that another huge scam uncovered by his government was the criminal diversion and squandering of N700 million in the state Universal Basic Education Board. He lamented that after the payment of teachers salaries the remaining funds were diverted to a separate account.<br /><br /><br />In the same vein, Governor Masari revealed that there was an agency under the Ministry of Works, Housing and Transport that makes reckless spending without following due process of either open tender or spending limits. He revealed that the chief executive of the said agency often authorized the payment of up to N400 million through approvals on a plain sheet signed by him. Similarly Governor Masari <a href="http://www.cbc.ca/news/world/nigerian-army-captures-boko-haram-camp-1.3912077" class="external text" rel="nofollow">revealed</a> that a certain contractor was paid the sum of N1.99 billion of a N2 billion contract while 40&nbsp;% of the contract was not completed up to today.<br /><br /><br />Governor Masari further revealed that other areas of scam by the out gone administration of governor Shema was in the area of fertilizer distribution, allocation of Hajj seats, construction of houses and grain reserves. In the area of allocation of houses built by the government in Katsina and Abuja, Masari noted that Katsina state government and its people were short-changed. The governor observed that people built houses in Abuja to make profit but in the case of Katsina according to him, the house were built with government funds and the house sold at a lose. He added that "30% of the actual value of the house were waived and sold to the beneficiaries".<a href="http://Www.Nigerianrome.org/immigration/passport" class="external text" rel="nofollow">nigerianrome.org</a> Masari vowed that the <a href="http://nih.gov/" class="external text" rel="nofollow">government</a> would not revoke the allocation but that beneficiaries must come forward to make 100&nbsp;% payment or risk losing their allocations.<br /><br /><br />On grains in the government stores, Masari disclosed that the out gone government looted all of them without leaving a single bag. On fertilizer, Masari alleged that all the fertilizer was allocated to out gone government cronies but assured that all those criminally allocated these fertilizer must return same. Similarly on Hajj seats allocation, the governor alleged that the allocation were fraught by fraud and favouritism. He however vowed that all seats allocated to individuals have been cancelled.<br /><br /><br />In a reaction over these alleged financial scam by the administration of Governor Shema, the National Conscience Party, NCP gubernatorial candidate in the last general elections, Alhaji Abdulmumini Shehu Sani has charged the administration of Governor Masari to make sure all stolen funds were retrieved.
